How Water Service Providers Can Manage Massive Reductions in Revenue During the Coronavirus Pandemic

Utilities and municipalities around the globe are experiencing massive reductions in revenue. Governments are asking, and in some cases requiring, them to continue providing water even if customers are not willing or unable to pay. So, while their obligations and costs associated with those obligations have not changed, the funds to pay for those services are no longer sufficient. For example, funds for staff and supplies such as chemicals for treatment. How will they survive? How will they cope? Expert panelists discuss and debate various methods that they have either witnessed or experienced themselves for addressing this serious issue. An issue that not only impacts these water service providers but, more importantly, their communities. For if the water service providers cannot cope and/or do not survive this situation, the communities will suffer enormously. Join us in this lively panel discussion and be prepared to ask the panelists your questions. Eva Arnaiz | U.S. Country Manager – Aqualia

Eva Arnaiz is the US Country Manager Aqualia. Prior she held positions at different Aqualia and FCC group companies. She has 18 years in water engineering, specializing in driving large scale and complex desalination, wastewater and water works programs (10-600 million euros). She has worked in the USA, Egypt, Chile, Mexico, Panama, Algeria, UAE, Saudi Arabia, South Africa, and Spain. Eva has a Leadership Business Administration Diploma from EOI Business School (Madrid, Spain), a MSc. Degree in Environmental Engineering by the Technical University Denmark with an internship at the University of Illinois at Urbana-Champaign (USA) and a MSc. Degree in Agricultural Engineering by the Public University of Navarre (Spain), with an internship at Reading University (England).

Kelvin Chitumbo | Director – National Water Supply and Sanitation Council (NWASCO)

Eng. Chitumbo is the Director (CEO) of the National Water Supply and Sanitation Council (NWASCO) in Zambia. He is a water regulation expert with more than 15 years’ experience in water utility regulation and reform, policy development, restructuring and organization development, financing, and services provision. His previous experience includes Chief Inspector for Zambia’s water supply and sanitation services regulator, and Director of Engineering Services at Kabwe Municipal Council. His expertise includes water and sanitation reforms and development, water resources management, contracts management, infrastructure maintenance management, financial management, and project management, training. Engineer Chitumbo holds an MSc. degree in Strategic Management, an MBA from Edinburgh Business School and Heriot-Watt University, and a B. Eng Degree– Civil from University of Zambia. He is working on a Doctorate of Business Administration with Edinburgh Business School, Heriot-Watt University.

Peter Flower

Peter is a registered Professional Engineer and Fellows of SAAE, SAICE and WISA, and provides advisory services in the fields of bulk and municipal water, water resources and services management – often with a focus on drought response management. He has 40 years of experience, mostly at the City of Cape Town, in planning and development of the bulk water supply for the Greater Cape Town area since the late 1970s. He recently retired as Director of Cape Town’s Water & Sanitation Department, after leading the department successfully through the recent 3-year drought, the worst recorded drought in well over 100 years, ensuring uninterrupted supply of drinking water to the over 4 million people in the area.  Recently he delivered the keynote address and was a panelist at “The economics of water scarcity, evolving challenges and opportunities in the MENA region” at the International Monetary Fund’s Middle East Centre for Economics and Finance, supported by the World Bank, held in Kuwait City

Johan Koekemoer Director – Johannesburg Water SOC Ltd.

Johan Koekemoer is the Financial Director at Johannesburg Water SOC Ltd, a wholly owned subsidiary of the City of Johannesburg Metropolitan Municipality. Johannesburg Water has its own autonomous board and is registered as a State-Owned Company. Johannesburg Water provides water and sanitation services to the residents of the City. It supplies 1.6 billion liters of potable water per day through a water distribution network of 12 288 km, 127 reservoirs and water towers and 37 water pump stations. Wastewater is reticulated via 11 710 km of pipe and 39 sewer pump stations. Johannesburg Water treats 926 ML of sewage per day. Mr. Koekemoer holds a B. Com Hons (Accountancy) from the University of Johannesburg and is a Chartered Accountant, registered with the South African Institute of Chartered Accountants (SAICA).

John Mastracchio | Vice President – Raftelis

John Mastracchio is a Vice President with Raftelis, a financial and management consulting firm that provides financial, organizational and technology solutions to public sector clients.  His experience includes completing more than 250 projects for government agencies in North America covering areas including financial planning, capital financing, tariff design, and utility management. John has co-authored several industry publications on utility financial management and has recently completed a research paper for the American Water Works Association that quantified the financial impacts of the COVID-19 crisis on United States drinking water utilities. John holds a Master of Business Administration degree from Cornell University and a Master of Engineering degree from Clarkson University.

Sizani Moshidi | Director, Raw Water Pricing Regulation – South Africa Department of Water and Sanitation

Miss Sizani Moshidi has been with the Department of Water and Sanitation for the past 25 years, of which she spent 14 years on the regulation side of the water sector. She is currently appointed the Acting Chief Director of Economic and Social Regulation leading projects such as:  the Establishment of the Independent Economic Regulator, the revision of the Pricing Strategy for Raw Water Charges, and the revision of the Norms and Standards for tariff setting to mention a few. Ms. Moshidi holds a Master’s in Business Leadership degree with the University of South Africa – Business School of Leadership.

William Muhairwe | Founder – 2ML Consulting

Dr. Muhairwe is the Senior Team Leader/ Founder of 2ML Consulting Limited, a Management and Leadership Consulting firm and Executive Director of the Global Water Leaders’ Group – UK. His international experience spans 30 years in public and private sectors. He has focused on the management of water sector companies and organizations. His areas of expertise within the water utility sector include Change Management; Performance Improvement Programs (PIP); Concept and Business development; Development of system manuals (policies, operational procedures; loss reduction, human resources, etc.); Conducting Tariff Studies and Performance analysis. Dr. Muhairwe has been managing water industry reform projects for almost 21 years. He is responsible for one of the African water industry’s great success stories – the turnaround of Uganda’s National Water and Sewerage Corporation (NWSC). He has been involved in over 25 projects of similar characteristics in Africa, the Caribbean and Middle East.
