Utility Planning for Success in 2022

As utilities look to recover from the impacts of a global pandemic on service delivery, staffing and revenue, what are the ways in which they can approach strategic planning to carry out their capital improvement plans and be successful in the years to come. Experts in the field with backgrounds working for and with large utilities will present their perspectives on how to successfully conduct strategic planning so that the plan is realistic and the utility can meet its goals, mistakes, how to overcome them and lessons learned, and how to plan for effective service delivery in the future.


Barika Poole, OLS Manager & Facilitator – ROCKBlue

Barika is the founder and president of BRP Consulting, Inc., an engineering consulting services firm specializing in water resources management, supply design, technical analysis and training. From 2020 to 2021, she served as executive director of SPOUTS, a Uganda-based NGO that provides access to safe, clean drinking water through ceramic water filter technology. For 12 years, she was a water resources project manager with CDM Smith, a leading global engineering and construction consulting firm. A professional engineer with nearly 20 years of water, sanitation and hygiene (WASH) experience, she has worked with municipalities, government agencies and private sector clients.


Dr. Jeff Sebuyira – Mukasa, Managing Partner – Imprint (U) Ltd

Dr. Jeff Sebuyira – Mukasa is a capacity building expert with a strong business leadership and financial background. He trained in the UK, and has worked for multinational organizations in various parts of the world. Jeff has strong facilitation skills and can draw from a vast experience within the private sector to build both individuals’ and organizational capacity. He received his Doctorate in Business Leadership from the University of South Africa.

Dennis Mwanza, Chief of Party – DT Global

Dennis has held urban WASH-related senior leadership roles in organizations including DT Global, RTI, International, e-WASH, the Bill and Melinda Gates Foundation, USAID’s Sustainable Water and Sanitation for Africa and the Water and Sanitation Programme Africa (WSP of the World Bank). Dennis is the former Managing Director of the Lusaka Water and Sewerage Company, Zambia. He also previously held the post of Managing Director of the Water Utility Partnership for capacity building in Africa (WUP). Dennis has a PhD in economic regulation of water and sanitation services in Africa, an M.Sc. in Civil Engineering and a B.Sc. in Civil Engineering.

Gisela Kaiser, Vice President – Water Globe Consultants

Gisela Kaiser is a registered professional civil engineer with nearly 30 years of experience in the development and management of diverse infrastructure projects and programs in South Africa. She has excelled in transformational development within various sectors including local government, industrial development, higher education and retail.  Gisela was the technical lead of the team that successfully steered Cape Town through a devastating drought between 2015-2017, earning international acclaim for being the world’s number one water-saving city. In June 2019 she joined Water Globe Consultants as Vice President responsible for Sustainable Water Management, taking a deep dive into desalination technology while advocating the compelling case of holistic sustainable water management, especially in water-stressed lower-income countries and other metropolitan municipalities in South Africa.
