Too often we repeat less than effective approaches towards international development in water, sanitation and hygiene (WASH). We can and should benefit from our collective lessons learned to improve the efficacy of WASH interventions going forward. Join our distinguished panelists with decades of combined experience, in a spirited debate. They will be sharing the lessons they have either experienced first-hand or learned from others. Experiences of successes and failures – both of which should lead to improved future efforts in WASH.


Barika Poole, OLS Manager & Facilitator – ROCKBlue

Barika is the founder and president of BRP Consulting, Inc., an engineering consulting services firm specializing in water resources management, supply design, technical analysis and training. From 2020 to 2021, she served as executive director of SPOUTS, a Uganda-based NGO that provides access to safe, clean drinking water through ceramic water filter technology. For 12 years, she was a water resources project manager with CDM Smith, a leading global engineering and construction consulting firm. A professional engineer with nearly 20 years of water, sanitation and hygiene (WASH) experience, she has worked with municipalities, government agencies and private sector clients.


Harold Lockwood – Director – Aguaconsult

Harold is an expert in water supply and sanitation with over 30 years of experience in countries across Latin America, Asia and Africa, including long-term advisory positions in Pakistan and Nicaragua; his particular area of interest is institutional and policy aspects of sustainable service delivery. He holds an M.Sc. and has worked in a wide range of countries in Latin America, Asia and Africa, including a long-term position in Pakistan between 1993 and 1995, where he was a technical advisor to the Local Government and Rural Development Department and in Nicaragua from 1996 to 1999 where he was advisor to the National Institute for Water and Sanitation. Harold is the director of the UK consulting firm Aguaconsult and regularly undertakes field assignments for a broad range of clients including national government ministries, major bi-lateral donors, multilateral agencies, UN organizations, international NGOs, Foundations and private sector companies.

Joy Makumbe, Engineer and Managing Director – Majorlic Construction

Joy is a qualified Civil, Water, and Sanitation Engineer, with more than 18 years of experience in the field. She is the founder of Majorlic Construction (Pvt) Ltd, a construction company registered in Zimbabwe, and has led teams of project personnel for the successful completion of various water and sanitation projects in Tanzania, Uganda, and Zimbabwe. She earned her Civil Engineering degree at the University of Zimbabwe, Masters degree in Water Resources Engineering from the University of Dar es Salaam, and a Masters in Business Administration from the Africa University. Her vision to see more women in Africa take up positions of impact and influence in the Engineering and Science fields.

Barbara Rossmiller, Director of Water and Sustainable Cities  – Chemonics International

Barbara Rossmiller is the Director of the Water and Sustainable Cities practice at Chemonics International, responsible for technical leadership across all water security, sanitation, and hygiene (WSSH) programming. She is a senior WSSH sector governance and institutional strengthening specialist with over 30 years of experience in international development. In previous roles as chief of party, Barbara led comprehensive water sector reform in Jordan and has also fostered reconciliation through shared resources management in Cyprus. She specializes in managing complex multidisciplinary programs in post-conflict or politically challenging environments. Prior to Chemonics, Barbara served as a water, climate, and natural resources practice area director where she was responsible for portfolio management, business development and thought leadership for a leading international research institute. She has worked in over 20 countries, including long-term assignments in Jordan, Iraq, and Cyprus. Barbara holds an MBA from Duke University and a B.A. from the University of Minnesota.

William Muhairwe, Senior Team Leader – 2ML Consultants

William is the Founder of 2ML Consulting Limited, a management and leadership consulting firm, and Executive Director of the Global Water Leaders’ Group – UK. He has 30 years of international experience spanning the public and private sectors focused on the management of water sector companies and organizations. His areas of expertise within the water utility sector include change management, performance improvement programs (PIP), concept and business development, policies and operational procedures, tariff studies and performance analysis. William has been managing water industry reform projects for more than 20 years. He is responsible for one of the African water industry’s great success stories: the turnaround of Uganda’s National Water and Sewerage Corporation (NWSC). He has been involved in over 25 projects of similar characteristics in Africa, the Caribbean and Middle East.
